The collection consists of fines and jury fees collected and registers: record of scrips issued for District and County Court juries, Roads and Bridges.
The Constitution of 1876 provided for the biennial election of a County Treasurer in each county. During the Republic of Texas, the duties of the office were performed by the County Clerk. The Constitution of 1845 provided for a separate officer appointed by the county board, but in 1850 the office was made elective with a term of two years. This provision has been maintained under each of the succeeding constitutions. A constitutional amendment in 1954 increased the term of office to four years.
The chief functions of the County Treasurer’s office are: to provide for the safekeeping of all county funds and perform as the chief custodian of county finances; receive, account, and disburse all moneys belonging to the county as directed by the Commissioners Court; examine the books of all county officers who receive any money; keep the public fully informed in county government fiscal affairs; register all claims against the county; expedite the payment to all jurors; improve the processing of funds; increase interest and accelerate the availability of funds; monitor the portfolio of the county; and continually improve the efficiency and effectiveness of the Treasury’s administrative operations. The County Treasurer also performs as paying agent registrar for all bonds issued by the county.
